

Herbert played basketball at Delaware State University and received a Bachelor’s in Business Administration in 1971.
He married his high school sweet heart, Evora Copeland, on June 1, 1972, and they were married for 49 loving years.
Herbert's career in transportation spanned multiple states and brought him to Houston in 1980. He dedicated 29 years to the Metropolitan Transit Authority and retired as a budget director for the Department of Police and Traffic Management.
Herbert had a passion for photography, traveling, sports, exercising, but above all, his true passion was his family.
He is survived by his beloved wife Evora Copeland Spratley; son Cory Arnell Spratley; daughter Courtney King and husband Derek; grandson Christian King; siblings, Anita Hunter and husband Rodney, Dwight Spratley and wife Gloria, Lester Spratley and wife Deborah, Janet Harrod and husband Chris, and many other loving relatives and friends.
Preceded in death by his daughter Kalisha Spratley; brother Marvin Spratley, and parents Herbert and Ella Spratley.
