He was born in Portland, Maine on August 2, 1950 to Lawrence and Evelyn Foster. Bill received an Associate Degree in Nursing from Central Maine Medical Center School of Nursing Lewiston, ME. He was married to Susie Florendo for 19 years.
Bill served 4 years in the Navy, stationed at South Weymouth, MA, and had a passion for birdwatching, cross stitching, jigsaw puzzle, reading and watching movies.
He is survived by daughter Kelly Foley and husband Ryan; brother Lawrence Jr. and wife Janice; sisters Kimberly Foster, Pamela Latham and husband Daniel.
