

Bill was born on Nov. 15, 1922 in Mexico City, Mexico. He came to the U.S. in 1938 to attend school at Texas Military Institute in San Antonio. In December 1943, he became a U.S. citizen and joined the U.S. Marine Corps. In Feb. 1944, he married Mary Elizabeth Harris. He served in the Marine Corps in the Pacific Theater until his discharge in 1945. He returned to college and completed his studies in mechanical engineering at the University of Texas. After various engineering positions in Dallas and Houston, Bill founded C&I Systems, a construction and building materials company which he ran until his retirement in 1984. He and Elizabeth traveled extensively, visiting more than 40 countries and taking 40 cruises. Bill was a long time member of First Methodist Church, was active in the Church Adelphi Class, and served on the Church board.
Bill was predeceased by his parents Marie and Ferdinand Frey and by Elizabeth, his first wife of 59 years. He is survived by his wife of 10 years, Mary Jo Frey, and his children Nancy Frey, William Frey Jr. and wife Linda, James Frey, and Larry Frey and wife Cathy, 6 grandchildren (Evangeline Dittman, Marjorie Hope, Cassie Lozano, Austin J. Frey, Whitney Frey and Jennifer Navarro, and five great grandchildren. In lieu of flowers any contributions may be made to the Star of Hope or Texas Children's Hospital.
Visitation will begin at 10:00 a.m. in the main chapel of Forest Park Westheimer, on Thursday, July 31st with the funeral service at 11:00 a.m. and a reception will immediately follow. Interment in Forest Park Westheimer Cemetery.
