

Caesar was born and raised on the Southside of Chicago to Willie and Ora Dee Watkins. He graduated from Carver High School. He married his high school sweetheart Constance Watkins in 1965 and enlisted in the United States Marine Corps. He was seriously injured in The Tet Offensive of 1968 during the Vietnam War for which he received a Purple Heart and various other honors. He returned home and
attended Kennedy King College where he studied package engineering.
Caesar embarked upon a long and successful career as a package design engineer and salesman. He worked for Inland Container Corporation and Capitol City Corp. before founding his own company with the love of his life, Sandra Kay Watkins. As head of Caepac, Caesar mentored many young professionals in his industry and was named an honorary professor by Indiana State University's packaging program.
Caesar is preceded in death by his parents and five of his siblings as well as his first
wife Constance and second wife Sandra.
He is survived by his children: Chappell Watkins (Gina Watkins), Cherise Watkins, Cynthia Cooper
(James Cooper), Lance Watkins (Dean Jones), and Joesar Watkins (Carmen Watkins).
His remaining siblings: are John D., Gregory, Victor, and Chris Watkins. His grandchildren:
Connor and Chase Watkins, Alysia Gooch, Brandon and Aundrea Smith, and Lucy and
Gabe Watkins. He also has multiple great-grandchildren.
Caesar found a late-in-life love in Dr. Mae Allen of Atlanta, GA. They planned to marry before his untimely death.
Visitation will begin at 10 am on Friday, November 17, 2023. Funeral Services will be held at 12 pm on Friday, November 17, 2023. The Memorial Service officiated by his friends and family will take place at Crown Hill Cemetery.
