Charles Paul Payne 43 of Indianapolis, passed away Wed. July 31, 2013. Charles leaves to cherish his memory, sons, DeShawn M. Payne and Charles P. Payne, Jr., aunt, Paula A. Foster, special friends, Troycine Mitchell and Tracie Smith; a host of other relatives and friends.
