

Judy, 86 years old, was born on August 11th, 1936, to Mildred and Clarence T. Phelps in Indianapolis, Indiana. She was one of six children, and at a young age, helped care for and raise her younger siblings whom she loved very much. She performed as a singer at Camp Atterbury in Indiana for troops in the early 1950’s. Judy owned and rode horses in her youth and later became a huge fan of horse racing which she loved until her passing. She was a free spirit who lived in many places including Indiana, Florida, Nevada, Arkansas, and Texas.
Most of all, Judy was a dedicated, loving, kind Sister, Mother and Grandmother.
She is survived by her two sons, Mark Lay (Linda Stevens) of Arkansas and Michael W. Ford (Hope Ford) of Texas, eight grandchildren: Erica Burgess (Trea Burgess), Crystal, Mary, Josh, and their mother Sherrie Duggar-Lay, Adrian, Phillip, Shane, and Deaven. She is also Survived by her siblings Mike Phelps (Moises Phelps), Janet Niehaus (Ralph Neihaus), and Bob Phelps.
She is predeceased by her parents Mildred & Clarence Phelps, two brothers, Jack Phelps and Gene Phelps and the love of her life, Robert Lay, who died far too young in 1971.
