

The daughter of Alfred Loughran and Marian Smith Loughran, DeLene was born in Springfield, Illinois, moved to Jacksonville in the 1960s, and chose to make the First Coast her lifelong home. A graduate of Bishop Kenny High School, she went on to become a proud Florida Gator, graduating from University of Florida in 1973.
An expert in insurance claims with an unparalleled work ethic, DeLene spent her entire career at the Florida Insurance Guaranty Association, starting in 1975 and serving as Senior Claims Manager at the time of her death.
DeLene was committed to her family, known for her strength and captivating sense of humor, and a passionate lover of animals. She was an avid reader, bird watcher, and Florida Gator season ticket holder. She loved traveling with her family, boating, and adventuring across the United States with her husband.
DeLene is survived by her beloved husband of 24 years, Braley Carroll, and her son Thomas Grove, who was the center of her universe, stepson USCG Chief Warrant Officer Benjamin Carroll (Mikey), stepdaughter Elizabeth Chan (Christopher), and grandsons Grady, Gunnar, and Charles. She is survived by brother John Loughran, sister Myra Loughran (Hendrick Bruun), nieces Amber Watson, Meghan Watson (Nick Hall) and children Abigail and Simon, Laura Krejci (Loughran), Maureen Andrews (Loughran), Mary Foster (Loughran) and Colleen Marshall (Loughran), and lifelong best friend Jacila Waterman. She was preceded in death by her sister Cassandra Crowley (Loughran).
Services will be held at St. Paul’s Episcopal Church at 5616 Atlantic Blvd, Jacksonville, Florida at 11:00am on Saturday, November 26, 2022.In lieu of flowers, donations can be made in her memory to the Jacksonville Humane Society.
