He was born on September 13, 1940, in Sheboygan, WI, to Bernard and Lucille Richter, who preceded him in death. He is survived by his wife, Donna; his sons, Scott (Carri) and Jeffry (Staci); his grandchildren, Patrick (Kristen), Daniel, Matthew, and Anthony Richter; his brother, Gary; and his nephew, David, and niece, Pamela.
James proudly served in the United States Coast Guard and later in the United States Navy. In 1975, his Navy service brought him to Jacksonville, where he lived for the rest of his life.
He loved sports and spent many years playing, coaching, and watching games. He was also an avid runner and enjoyed staying active.
He will be remembered for his love of family and his years of service to his country.
A Funeral Mass will be held at Christ the King Catholic Church, located at 742 Arlington Rd N, Jacksonville, FL, 32211. The service is scheduled for March 13, 2026, starting at 10:00 am.
