

It is with the heaviest of hearts that we announce the passing of Judy Bullard, loving mother and cherished grandmother, who passed away on May 4, 2025, in Jacksonville, Florida at the age of 76. Judy was born on July 3, 1948, in Greenville, South Carolina to Charlie and Sallie Elizabeth Hill. She lived a life filled with love, laughter and unwavering support for her family. She was a beacon of strength and kindness, always putting the needs of her loved ones before her own. Judy leaves behind a legacy of love, joy and kindness that will be cherished forever by her beloved family.
Judy was a devoted mother to Lindsey and Elizabeth. She was their constant companion, biggest supporter and closest confidante. Her love for her family was boundless and her home was a place where everyone felt welcomed, loved and accepted. Her passing leaves a void her family simply cannot fill. Judy found immense joy in being a devoted grandmother to CJ and Ryleigh Narcisi. Her cherished fiance, Carlton Cox, held a special place in her heart and life for more than 10 years. Judy was formerly married to Dave Bullard for more than 20 years.
Beyond her role as a mother, Judy was a lifelong educator. She pursued her education at Winthrop University in Rock Hill, South Carolina, where she graduated in 3 years with a Bachelor’s Degree in Elementary Education. She dedicated more than 25 years to teaching elementary school, touching the lives of countless students with her commitment, care and guidance. Judy worked at San Jose Elementary for 15 years where she developed close friendships with many of her colleagues.
Judy is survived by her daughters, Lindsey Meredith (Michael) and Elizabeth Bullard Narcisi (Greg), her grandchildren CJ and Ryleigh, and numerous relatives and dear friends. Judy was predeceased by her sister, Linda Hill.
Judy was deeply committed to her faith and was a dedicated member of her church. A memorial service will be held at Mandarin United Methodist Church on May 31st at 10am followed by a Celebration of Life at Five Points Chapel and Garden from 4-7pm. In lieu of flowers, the family requests donations be made to her church home of Mandarin United Methodist Church(www.mumc.net), First Coast No More Homeless Pets (www.fcnmhp.org) or Alzheimer’s Association (www.alz.org).
