

Cortez grew up in Clarksville Virginia and attended East Carolina University followed by a career in sales mostly in the insurance industry. When Cortez was 35 years old, he became alive spiritually when he acknowledged he was living for himself and surrendered his life to Jesus. This began a lifelong love for the Bible, God’s love letter for life. He was mentored by several godly men and quickly found purpose in helping other men grow in their relationship with Christ. Cortez retired from his professional career several years after moving to Jacksonville and launched a non-profit entitled In Christ Ministries in 2005. Many men have come through this ministry over the years in “life-on-life” small groups. In these groups men have experienced life transformation and started their own groups as a result. Multiplying disciples of Christ described in Matthew 28:19-20. Much of this ministry has occurred at Christian Family Chapel where Cortez was a member from 2002-2024. He and Carol also served together as leaders for a family group.
In addition to ministry, Cortez was passionate about golf. He played many years and ran a golf association in St. Pete before retiring. He also enjoyed the NFL, particularly watching the Washington Redskins (Commanders) over the years. Cortez became a Seminole fan by marriage to Carol!
Cortez was predeceased by his parents, Ethel and Merrill Ragland and sister, Frances. His brother, Merrill “Budgie” lives in Richmond and son Randy resides in St. Augustine. His wife Carol Corn Ragland remains in Jacksonville where she serves on staff at Christian Family Chapel.
Cortez was a strong, yet gentle encourager of men in their walk with the Lord. He will be greatly missed!

A funeral service for Cortez will take place at 10:30 AM Friday, March 1, at Christian Family Chapel, 10365 Old St. Augustine Rd. A graveside service will be held Saturday, March 2, 2024 at 10:00 AM at Oaklawn Cemetery, 4801 San Jose Blvd, Jacksonville, FL.
