

Steve was born in Jacksonville on January 29,1952, to James Haywood and Gloria Tillman. He graduated from Jean Ribault High School, then served in the Air National Guard, before attending and graduating from the University of Florida. His long law enforcement career included the Jacksonville Sherriff's Office, the Jacksonville Mayor's Office, and the Florida State Attorney’s Office. Steve's many interests included travel, sports, the solitude of his lakefront cottage, as well as spending time with family members and his many friends.
Steve was preceded in death by his brother James (Woody), Tillman. He is survived by his wife Irina, his children: Jon, Beth, Zach, and Daria, his sister Nancy, as well as his grandchildren and many beloved relatives.
Funeral services are scheduled for February 12, 2026 at 10:00am at Saint Justin the Martyr Orthodox Church, 12460 Old St Augustine Road, Jacksonville FL, followed by interment at Oaklawn Cemetery, 4801 San Jose Blvd, Jacksonville, FL.
The family has requested that, in lieu of flowers, donations be made to the Annunciation Russian Speaking Orthodox Church, 8535 Baymeadows Road, Suite 45, Jacksonville, FL.
A funeral service will be held on February 12, 2026, from 10:00 am to 11:00 am at St Justin the Martyr Orthodox Church, located at 12460 Old St Augustine Rd, Jacksonville, FL 32258, US.
A committal service will follow on the same day from 11:30 am to 12:00 pm at Oaklawn Cemetery Association d/b/a Hardage-Giddens Oaklawn Chapel, located at 4801 SAN JOSE BLVD, Jacksonville, FL 32207, US.
