Elaine was born April 12, 1928, in Hunnewell, Missouri to Opal and Dennis Bailey. Raised in nearby Macon, Missouri, Elaine enjoyed being a basketball player and cheerleader for Macon High School. Raised by teachers with strong values in higher education, she continued to Chillicothe College. She would eventually move to Kansas City where she worked as a bookkeeper. After attending a Halloween party with friends, she met the first love of her life, Irving Fulton, whom she later married in 1949. The two began to build their life together, including purchasing property at the Lake of the Ozarks. The cove they purchased was named Goldlane Cove after the wives of the business partners and long-time friends, Goldie and Elaine. Irv spent nights and weekends building a cabin which is still in use today by the family.
In 1956, Elaine and Irv were blessed with the birth of their first daughter, Nancy Elizabeth. Their son, Robert Dennis followed 18 months later.
Elaine began her career as the Executive Director for the National Association of Parliamentarians, a post she served for many years and where she discovered her passion for parliamentary law, inspiring her to become a Registered Parliamentarian. She went on to build a professional practice, consulting for numerous organizations throughout the United States, often serving at their association meetings as the official parliamentarian. She remained active as a parliamentarian into her eighties, with her professional contributions being widely recognized by clients and peers.
The passing of her husband to cancer in 1990, brought a new chapter to Elaine’s life. She continued her professional practice, volunteer work and helped raise her grandchildren. She joined a bridge club and where she met her second great love, Luke Loucks.
Elaine and Luke began what would be a 23-year companionship, traveling the world together and enjoying the golden years. Luke embraced her family as his own and the two shared many interests together.
Elaine, an avid reader, enjoyed books about historical events and biographies. She loved to knit and sew beautiful things for herself and her family. A very orderly woman in all aspects of her life, it’s no surprise she excelled at ironing and would often offer to iron for others.
As her children and grandchildren grew up, her family expanded to include nine grandchildren and thirteen great grandchildren. During family dinners, she was often found with the children, and enjoyed visiting with them.
Elaine was preceded in death by her husband, Irving; companion, Luke; brother, Charles; sisters, Esther and Jeanne; grandson, Brian; and great granddaughter, Cora.
She is survived by her daughter, Nancy (David); son, Robert; sister, Jane; her grandchildren: Julie (Doug), Samantha, Justin (Sara), Josh (Erin), Christine (Mark), Bret (Amanda), Brittany, Annie (Hamilton), Holly; and her 13 great grandchildren.
