Frank was born in Pittsburgh, PA on February 4, 1929 to Edward Joseph and Alma Marie Debes. He graduated from North Catholic High School, Pittsburgh, PA in 1948. He then served in the Army during the Korean war from 1951 - 1952 as a Sergeant 1st Class. During his time of service, he received an Army commendation ribbon with medal pendant, a Good Conduct Medal Korean Service Medal with 5 Service Stars and a Korean Unit Citation.
Frank retired from Capital City Club in Atlanta, GA in 1992 after 40 years of service. He was a man who love his Lord and Savior, Jesus Christ, a giver, a man who thought of others first, a man of integrity, a dedicated worker, and a great Dad.
Frank was preceded in death by his wife, Ruth Patterson Debes; son, Michael Riggins; sisters, Caroline Safron and Amelia Breaninger and brother, Edward Debes.
He is survived by his son, Dennis and Cindy Debes of Kennesaw; daughter, Peggie and Jim Fowler of Lithia Springs; sisters Mae and Jim Anzelone and Edna Gagliardi; brother, Joe and Vi Debes; eight grandchildren, 10 great grandchildren, and nieces and nephews.
Visitation will be Thursday, September 15 from 4:30 - 9:00 pm at Winkenhofer Pine Ridge Funeral Home in Kennesaw, GA. The funeral will be Friday, September 16 at 11:00 am at Woodstock First Baptist Church in the Chapel.
