On June 2, 2014, he passed away peacefully at the Lake of the Woods District Hospital with his family by his side.
Colin was born in Kenora on November 27, 1944.
Colin was raised at Sabaskong during his early childhood.
He was predeceased by his mother and father, Mary and Harry Kelly. He was also predeceased by his sisters Victoria and Alice and his brothers Edward, Jim H., John Jim, George and Bobby.
He leaves behind his sister Mary Kelly from Onigaming, his daughter Cynthia Amber Kelly (Jason), his son Christopher James Kelly of Kenora, Juanita, his grandchildren, Amanda, Alexa, Damon, Louis, Jason,Tristan and Kailynn and extended family consisting of many nephews, nieces and their children.
He attended St. Mary’s Residential School in Kenora from 1950-1955. He also attended school in Sabaskong, Nestor Falls, Fort Frances, Ontario and International Falls, Minnesota.
Colin’s long career started at Steep Rock Mines in Atikokan, Ontario form 1965 to 1974.
Colin was employed by the Government of Canada in Fort Frances from 1977-1982. During this time he held several positions including junior and then senior management. Still with Indian Affairs Canada, in 1982 he moved to the Toronto Regional Office as a Capital Management Officer.
In 1990, he moved to Thunder Bay, Ontario to join a Tribal Council. He soon became the Manager of Technical Services. In 1997 he moved up to the Executive Director position with the Tribal Council.
In 1999 he became Thunder Bay District Manager of the Ontario First Nations Technical Services Corporation.
In 2000, he returned to the Tribal Council as the Chief Executive Officer.
In 2002 he joined the AKRC Tribal Council.
In 2004 he was employed by a group of for First Nation communities and the Township of Sioux Narrows and Nestor Falls as Project manager for an Economic Development Study.
In 2005 he returned to Indian Affairs Canada as a Capital Management Officer.
He enjoyed hunting, fishing, golf, reading and studying scientific progress.
