

Frank was born in Philadelphia, PA on February 23rd, 1933. He was the son of the late John and Allie Mae Fogleman. Frank is preceded in death by his brother, James Fogleman, and son, David Fogleman.
Frank was married to the love of his life Dorothy “Dottie” Helen Kennedy for 65 years. Upon graduating from Palm Beach High School, he began his law enforcement career with the City of Belle Glade Police Department, where his duties as a patrol officer were supplemented with the added responsibilities as a diver. He later became a motor officer during his 5-year tenure.
He eventually transitioned to the Palm Beach County Sheriff’s Office where he started as a deputy assigned to road patrol and over his 29 year career he worked in many specialized units within the Sheriff’s Office collaborating with local, state, federal and International agencies.
Frank ascended through the ranks until he was promoted to Colonel, ultimately becoming third in command of the PBSO. He was always known for both his passion for serving the citizens of Palm Beach County and for being “a cop’s cop.”
Following his retirement, Frank enjoyed spending time on the golf course with his lovely wife Dottie.
He is survived by his wife, Dorothy Fogleman; siblings, Jack (Joan) Fogleman, Robert (preceded by Delores) Fogleman, Deborah Lower; Children: Charles Fogleman Jr., Dawn (Marlow) Altonen, Thomas Fogleman (Kathy Tedford); Grandchildren: Charles Fogleman III, Lindsay (Jason) Cohen, Shaun DeGroff, Jason (Erin) DeGroff, Trisha (Sterling) Jones, Michael Fogleman, David (Emily) Fogleman Jr., Melissa Fogleman; as well as 5 great grandchildren; along with numerous nieces and nephews.
The viewing will be held from 11:00 AM to 1:00 PM this Friday, February 2nd at Dorsey - E. Earl Smith Funeral Home, 3041 Kirk Road, Lake Worth, FL 33461 561-964-3772. Immediately following will be the funeral service, officiated by Reverend William Derryberry of the Palm Beach County Sheriff's Office Ministry Unit.
