Leland was born on January 6, 1949, in Lansing, MI to Leroy and Orean (Poindexter) Outlaw. He was married to Hazel (Williams) Outlaw on February 5, 1977, in Lansing Michigan.

He was also a production worker at MS Industries. Leland worked hard to provide for his family. His knowledge and guidance were the foundation of his family.
Leland was a man of strong faith. He was a long-time member of Union Missionary Baptist Church and joined at a young age. He was a Deacon and sang with the praise team at Grace Tabernacle Baptist Church. He was also a praise team member at River of Life Church. His involvement at Trinity Church included praise team member, usher, and volunteering for the Love Lansing.

Leland was strong, hardworking, cool, fashionable, humorous, caring, and a very supportive Father. He was very overprotective of his daughters. He instilled in them the importance of giving back and taught them to never give up when striving for your goals. He would say “if things get hard, keep pushing until you reach your goal; anything worth having will not be easy to obtain.”
Leland was very family oriented. He always put his family first. His grandchildren and great-grandchildren gave him so much joy. His face would light up whenever he would see them. Leland’s family and friends knew he was upset when he would give them, what they called the “Herman Look”. No words were needed.
