

Barbara was born in Robstown, Texas, in 1959 to Edward Kelley, Jr. and Georgie (Knesek) Kelley. The youngest of five children, she was affectionately known as “Jeany” to her family. Immediately after graduating from Banquete High School in 1978, she began working at Haggar Clothing in Robstown. In 1995, she began classes at Del Mar College in Corpus Christi, Texas, and earned an associate degree in computer programming. Her new career took her to McAllen, Texas, where she worked at Hamer Enterprises until her retirement in 2018.
She was an excellent seamstress, having sewn many bridesmaid dresses for family members. In recent years, she began crafting and creating one-of-a-kind Christmas decorations with her daughter. Barbara was also a passionate sports fan and thoroughly enjoyed watching the recent summer Olympics. Her favorite sport involved all kinds of car racing, but she especially loved watching her son race at the dirt track in Corpus Christi.
Barbara was preceded in death by her husband, Phil Belcher, brother Robert Kelley, and her father. She is survived by sisters Susan (William) Brubaker and JoAnn (Randel) Darden; brother Charles (Kila) Kelley; her children Marsha (Paul) Hove and David (Meredith) Sheffield; grandchildren Madison, Karsen, Larkin, Allison, Paisley, Benjamin, and many nieces and nephews.
Services will be held at St. John of the Cross Catholic Church, 200 S. Metz Street Orange Grove, TX 7837, on September 27, 2024 with Rosary beginning at 9:30 AM and Funeral Mass beginning at 10:00 AM. Barbara will be laid to rest following the mass at Memorial Park, 4607 FM 1889 Robstown, TX 78380.
