Francis "Frank" Kelly

Born in Philadelphia, he was a life long area resident.

Frank went to computer school for two years before deciding to enter the Philadelphia Police Academy in April 1977 where he served for 37 years, he became known as “Officer Friendly” to his family and friends. Frank worked in the 12th, 1st and 5th districts in the Philadelphia Police Department. Badge # 2400.

Frank married the love of his life and best friend, Theresa Martin Kelly, on October 18, 1986.

Frank was a self taught saxophone player, he loved to play big band tunes.

Frank loved going to shooting ranges with his wife and family, he also enjoyed making his own ammunition.

To his family and friends Frank was known as “The King of Christmas Cookies”. Frank would spend days making everyone their own separate favorite cookies and cakes. Frank loved making models of World War Two tanks and armored vehicles models.

Frank first retired to Bucks County where he discovered his love of barbecuing, once again enjoying feeding and taking care of his family. Frank was known for his “gift of gab”. He could talk to anyone and make them feel special and appreciated.

Frank was only briefly retired before he missed being around people. This led him to begin working at the PA Liquor Control Board for about a year and a half, where he met some of his closest friends.

He leaves behind a legacy of love to his wife Terry of 38 years. Frank had no children of his own but his “arresting” personality lives on through his many nieces and nephews and also his great nieces and nephews. He will be deeply missed by his trophy wife and younger sister. Frank will always be known as “The Best Unclesaurus” ever to the O’Neill, McCorry and Martin families.

Friends and Family are invited to attend a celebration honoring Frank’s life on Friday August 8, 2025 from 10am-12pm with a service at 12:00 pm at James J. Dougherty Funeral Home 2200 Trenton Road Levittown PA.
