

Joyce was born in Fordyce, AR to Rev. A.J. and Lena Rutledge. She grew up in many small towns across Arkansas, and attended high school in Conway, where her father pastored the First Assembly of God church. She then met and married Delano Quinton (Bud) Small on November 12, 1959, and they started a family and raised their two sons during the 1960s-70's.
During this time Joyce also completed her teaching degree from then the State College of Arkansas, and taught school in communities in and around Faulkner County.
Joyce met and married Kelsey L. Garman in 1977, and they were married for 44 years. They traveled together extensively across the United States, Europe, Australia and New Zealand. Joyce Also traveled on mission trips to teach English and reading in Kenya, and in Beijing, China. She corresponded for many years with the friends she made in both places.
Joyce is survived by her brother William Rutledge (Lois), her sister Donna Jenkins, her sons Marlowe Small (Alison) and Perry Small (Rhonda); and stepfamily Kaye McDowell (David), Vicky Rudy, Kerry Garman, Valarie Rayburn (Jim), Phoebe Childers (Ted), Celine Garman. She also has 17 grandchildren and step grandchildren, Rachel Small, Patrick Small, Jackie Milby, Isaac Small, Cynthia Corey, Catherine Bynum, Garman Rudy, Lydia Sullivan, Michael Garman, Breanne Garman, Andrea Shaw, Jared Garman, Abraham Rayburn, Luke Rayburn, Amelia Rayburn, Audra Simpson, Teddy Childers and 29 Great grandchildren.
The family would like to acknowledge and thank our friends Debbie Rogers, Julia Ketner, Nan Goens and Pastor Ed Hinkson of Hebron Baptist church in Little Rock, for their loving care of both Joyce and Kelsey during the last several years.
Graveside services will be held Monday, November 21st at 2pm at Pinecrest Memorial Park 7401 Highway 5 North, Alexander, AR 72002
