

Married: Patricia Ann Fell on June 6th, 1964, in Midland, Texas. They were married 60 years when she passed away on December 19, 2024.
Work
Charles earned his Civil Engineering degree from Texas Tech and went on to work for the Texas Department of Highways and Public Transportation in Midland, Ft Stockton, and Odessa. He also worked for Brown and Root in Dallas. After retirement they moved to San Angelo. In 2016 they moved to Carrollton to live with Andrea and Terry. Then after 8 years moved with them to Lubbock and later joined the community of The Legacy at South Plains Assisted Living Center.
Hobbies
He loved to race his Datsun 240Z’s doing Autocross, Gymkhana, and road rallies with the West Texas Sports Car club and SCCA. He also enjoyed hunting out at his Father-in-Law’s place in San Angelo and in Arizona with friends.
Church service
Charles and Pat joined the Church of Jesus Christ of Latter-Day Saints in Midland in the late 1960’s. The family was sealed August 6, 1976, in the Mesa Arizona Temple. When they moved to Ft. Stockton, they had to travel to Monahans, Pecos, and Alpine for church. When Ft. Stockton became a dependent branch, he served as the branch president and continued in that role when Ft. Stockton became an independent branch. Charles was Bishop in Odessa for many years and after moving to San Angelo was Stake President.

Children: Andrea and Terry Smith, Pam and Robert Warren, Randy and Juliene Webb, Becky and John Hardin.
Grandchildren: Tyler Smith, Adam Middleton, Taryn and Emmet Minner, Alex Warren, Aubrey and Isaiah Roberson, Adam, Aaron, Alyssa, Anna, and Amanda Webb, Graham, and Harper Hardin.
Preceded in death by: Wife of 60+ years Patricia Ann Fell Webb, parents Charles Meadford Webb and Mildred Lucille McDaninel Webb, grandchild Brolin Hardin, brother-in-law Stanley Lightfoot and nephews Greg and Mark Lightfoot, as well as beloved dogs, Lollipop, Cinnamon, and Ginger.
