She was born in Lynchburg on November 14, 1958, daughter of the late Walter Scott Rice and Jean Kidd Rice. In addition to her parents she was preceded in death by a sister Ann R. Ping.
She lived in Northern Virginia for much of her career in banking management until she retired. Shelby loved to read, her favorite books were crime mysteries and anything to do with the British Royals, she enjoyed flower gardening, cooking and was a true animal lover. Her passion however was travel and adventure. Skydiving, snorkeling and scuba diving along with beach trips, cruises and visiting other countries were activities she found pleasure in.
Left to cherish her memory are her three sisters, Kathy R. Ross, Tammy R. Yates and her husband Tim Yates and Mary R Mullen; along with a special friend, Armin Alvarado. She was affectionately known as She-She to her nieces, nephews, great nieces and great nephews, and Godson, David Mullen.
