Ann, we are so sorry to learn of your loss. We pray the happy times you shared will sustain you and your family. We remember many visits in the Fox Ridge pool where we shared stories. I also remember how much Neil contributed to our book club. He shared some very thoughtful insights to our discussions. I met Neil and Ann about six months ago, but in that short time they became part of my pool “family.” I looked forward to Neil’s visits.
Mostly, we talked about the books  he was reading and the books we were reading in the book club, which usually overlapped.  I am so sorry for your loss, Ann. His life was a blessing to everyone at the St. Francis pool.

I had the privilege of working with Neil for many, many years as Regional Counsel and litigation supervisor at the U.S. Dept. of HUD.  Neil seemed to draw the short straw and had to defend many HUD cases.  Always thoughtful, always respectful, always professional.  And that voice! We had so many laughs.  I miss him dearly, and I'd like to extend my sympathies to his family, friends and colleagues.

You have to love a guy who cheers and jeers the Yankees and the Giants. We commiserated many times over our teams. 
Neil was a bright light in Building 3. His smart humor and easy conversation made us all love him. We would turn to Neil when we wanted a recommendation for a good book.  He never disappointed. 
He and Ann were a beautiful, devoted couple. What a blessing that Neil got to meet his first grandchild, James. 
We missed him when they moved to their LBI home at the start of Covid. But now we will miss him more.

Ann: I was so sorry to hear of Neil’s death. He was such a upbeat person and always had interesting opinions and insights to add to the conversation at Greenbriaratfoxridge Book Club. He will be missed. May his memory be a blessing.

Our country has the strengths and virtues it has because in the ranks of its public servants are persons such as Neil who in preparation for and before the courts unfailingly exhibited professionalism, conscientiousness and dedication to the cause of justice on behalf of the United States.  And on a personal level, "Brother Gallagher" was a wonderful colleague always ready to share his knowledge on civil law issues and when needed would always gladly give me a lift home to Berkeley Heights.   My sincerest condolences to his family.

My deepest sympathies to Ann, Matt and Tim.  Neil will always be remembered for his kindness and generous spirit.  My parents could not have had better next-door neighbors in Neil and Ann, and I know my dad always thought of Neil as a son.  Words cannot express my sorrow at this loss of a wonderful man. 

Neil was a senior lawyer in the Civil Division when I joined the ranks in 1997.  He was the glue to a remarkably tight-knit group of lawyers who had worked closely together for years and really thought of and treated each other as family.  I have never worked with, seen, or heard of a closer bunch of colleagues than the group of lawyers of the Civil Division of the US Attorneys Office in Newark. It will likely never be replicated, anywhere. Neil was integral.

He was, exact.y as described by others, inclusive, understated, without pretense, and at his essence, principled, decent and kind. For those of us (me, for one), who were new and inexperienced, he was an invaluable mentor and steady presence.

His grace and decency is an example for the rest of us.

Neil was a good lawyer with a great, yet understated, sense of humor.  He was a calm and steadying force in the Civil Division and was my go-to person to solve vexing civil questions.  We were a better Office when he  was there and are diminished by his death.   

My deepest sympathies to Neil’s family and friends. I am certain Neil is smiling down on us from a better place. I feel privileged to have worked with and been friends with Neil. Among my most fond USAO memories are the many hours Neil and I spent on the VA Lyons golf course (and the “19th hole”). Golf has a way of exposing the golfer’s true character – with Neil, his fundamentally good and giving nature came shining through. In the office, Neil’s legal advice was invaluable and dispensed with patience and good humor to greenhorns like me – he knew the law and the practicalities and freely shared them. Neil’s life advice was even better – he was a great listener and very thoughtful and kind. Neil always spoke with evident love and pride about Ann and their boys, and with great enthusiasm about his many home improvement/woodworking projects. I’ll sum up my feelings about Neil by saying that if everyone were a bit more like Neil, the world would be a far better place. May he rest in peace. 

I remember him well. A consummate professional with a kind heart and a gentle soul. He certainly will be missed by all who knew him. My very sincere condolences to his family and loved ones.

Ann , Matthew & Tim:

     So sad to hear of Neil’s passing.  What a wonderful person!  All of us who were privileged to know him benefited immeasurably from our contact with him.  He was thoughtful, smart, kind and selfless, and we will miss him for the rest of our lives.  At the US Attorneys Office, he was the heart and soul of our Civil Division, and he made every day a joy for us.  There really are not sufficient words to describe his positive impact on everyone around him.  Please know our prayers are with you and him as he moves on to his well deserved place in heaven.  May your memories of his happy smile and kind nature help sustain you through this tough period.
