

Victor was born on January 14, 1936 to Victor and Floripe Rodriquez (predeceased 1941 and 1974) in Ponce, Puerto Rico. After Victor graduated from Gautier Benitez high school in Caguas, Puerto Rico, he joined the National Guard for three years and in March 1958 he enlisted in the US Army. After serving for 30 years, he retired as Sergeant Major on March 30, 1988. He continued his service to his country for another 22 years working in American Embassies throughout the world.
His Military Occupational Specialty (MOS) was Signal/Communication; an interest that led to a hobby as a CB radio operator. Victor served in the Vietnam war 1969–1970. During his military career, he was trained as a paratrooper in the Special Forces and was an Airborne Green Beret.
In 1959 Victor returned on”leave” to Caguas, Puerto Rico and married his high school sweetheart, Nilsa Baez. During their 64 years of marriage, they had three children; Nilsa Nouri, Vilma Cooper and Jose Pizarro. They were blessed with five grandchildren, Lauren Mansfield ( husband - Baron Jeffries Mansfield), Lindsey Thomas, Erika Nouri, Ashley Cooper and Zachary Cooper and five great grandchildren, Arleigh Mansfield, Bank Mansfield, Madison Thomas, Eliza Mounts, and Emerson Cooper.
During their union, they enjoyed creating memories with their loved ones, traveled the world and hosted many gatherings in their homes filled with friends, food, music, dancing, and many long nights playing dominoes. Victor also enjoyed deep sea fishing, playing ping-pong, watching his favorite sports of baseball and boxing and was disciplined to staying fit by regularly exercising at the gym.
The family will receive friends on Friday, September 20,2024 from 6:00pm-8:00pm at Elliott Sons Funeral 4255 Columbia Road Martinez, GA 30907. Funeral Service will be held on Saturday, September 21,2024 at 11:30am. Followed by Burial with Full Military Honors at Hillcrest Memorial Park, 2700 Deans Bridge Road Augusta, GA 30906.
