William C. Mullan, 74, of Memphis, TN, formerly of Worthington, OH, passed away on January 12, 2016. Born on September 9, 1941 in Uniontown, PA, William graduated from Uniontown High School. He attended Franklin and Marshall College, and he graduated from Penn State University with his bachelor’s degree and Sam Houston State University with his Master’s degree. Mr. Mullan proudly served in the U.S. Army Signal Corp. In his career, William was the former Deputy Director Mississippi Department of Corrections, Deputy Director Ohio Department of Rehab and Corrections, and Deputy Director Ohio Department of Youth Services in Columbus, OH. He retired in 2003. William is survived by his wife, Barbara Huggins Mullan; step-children, Mitch Grimm of Memphis, Dan (Marci) Forbes of Portland, OR, and Lee (Michael) Forbes-Belue of Memphis; five grandchildren; and his sister, Louise Mullan of St. Paul, MN.
