

She is survived by her husband and best friend of 48 years Tom Mitchell, sons Robert Mitchell, Charles Bowler, and daughter Elizabeth McNeer. She is also survived by her son-in-law Greg McNeer, grandchildren Caroline Garrett and Gregory McNeer, and sister Page Cowley.
Julie was born in Lynchburg, VA, on October 5, 1942. She eventually settled in Richmond, VA, met her husband Tom and raised her family. Career moves with Tom took her to Charlotte, NC, and Southern California. She and Tom returned permanently to her beloved Virginia in 2005.
Julie was enormously creative: talented artist, decorator, flower arranger, furniture restorer and seamstress. Christmas was a delight. She was devoted to wildlife and was for many years a licensed wildlife rehabilitator in the Richmond area. She also enjoyed traveling, particularly cruising to the Caribbean, Europe and Alaska.
Per her wishes there will be no formal service. The family will host a celebration of her life on Saturday, October 5, from 2-4 at her residence. Come as you are and bring a story!
