

Born on February 9, 1968, in Abington, Pennsylvania, Rich dedicated his life to family, public service, leadership, and compassion.
He was predeceased by his parents, Richard and Letitia (Seif) Troshak.
Rich is survived by his devoted wife of 33 years, Susan (Dedicato); his cherished son, Richard; and their two loving cats, who brought him much joy and comfort. He also leaves behind a sister, Tisha Dorosz, a brother, Peter (Angi), and a wide circle of extended family, friends, mentees, and colleagues who were touched by his warmth, humor, and kindness.
In his free time, Rich enjoyed spending time with his wife and son. His favorite vacation spot was Ocean City, NJ. His other past time hobbies included playing his favorite strategy game, Heroclix, listening to music, reading, and watching football (Eagles & Chiefs).
Rich’s distinguished career in public safety spanned more than three decades. He most recently served as the Director of 9-1-1 and Geospatial Services (NGS) Outreach Division for VDEM. His previous roles included Operational Planning Branch Chief for VDEM, Emergency Operations Specialist for the Virginia Office of EMS, and PSAP Director in Virginia, Michigan, and Kansas City. He also served as Project Manager for the Department of Homeland Security/Federal Protective Services Philadelphia MegaCenter. Rich began his journey in public safety as a Dispatcher for Bucks County, Pennsylvania, a role that ignited his lifelong commitment to protecting and serving others.
A life member of the Virginia Chapter of the Association of Public-Safety Communications Officials (APCO), Rich served two terms as Chapter President and was a respected speaker at numerous APCO International and state public safety conferences. He was known for his expertise in leadership, peer support, stress management, and navigating critical incidents, always with a focus on the human side of service.
Beyond his professional achievements, Rich was a mentor in the truest sense. He had a remarkable ability to recognize potential in others and guide them toward their greatest strengths. Whether through formal training or quiet encouragement, Rich helped countless individuals grow into confident leaders, compassionate professionals, and better versions of themselves. His mentorship was rooted in genuine care, and his belief in others often became the spark that lit their path forward.
But Rich’s legacy goes far beyond his career. He was the kind of person who made everyone feel seen. He had an uncanny ability to remember the smallest details, what someone ordered, a haircut, a favorite outfit, and always offered the most genuine compliments. He was the one who checked in when someone wasn’t feeling well, who made people laugh when they needed it most, and who brought light into every room he entered.
The family will receive friends from 11-12pm on Friday, September 26 at Woody Funeral Home - Huguenot Chapel. A memorial service to celebrate Rich’s life will be held at noon. All who knew and loved him are welcome to attend and share in honoring his memory.
Rich Troshak lived a life of purpose, humor, and heart. His impact will be felt for generations, not just in the systems he helped build, but in the lives he uplifted along the way.
