Cesar Efrain Rios was born on February 11, 1981 in McAllen, Texas. He passed away on January 4, 2024 at San Antonio Methodist Hospital. He is preceded in death by his parents, Carlos and Delfina Rios and sister, Maria de Jesus Villarreal (Jaime). He is survived by his loving wife, Ruby and their cat, Caramel, his three brothers, Carlos Humberto, Jorge Luis (Rosio), and Juan Sergio (Aracely). Nieces and nephews, Jaime Adrian, Sergio Hernan, Erica, Melissa, and Gael.
