Richard passed away peacefully at his home on May 3, 2024 surrounded by his loving family. Richard is survived by his wife Kathy Jean Moncus, Montgomery, AL; one brother, Gordon Moncus (Geraldine), Phenix City, AL; four daughter’s, Shawn M. Missildine (Kenny), Montgomery, AL; Bettina R. Moncus, Montgomery, AL; Donna L. O’Brian (John), Jacksonville Beach, FL; Jackie C. Luther (Brian), Mesa, AZ; son, Richard H. Moncus III, Margate, FL; Step-son, Michael T. Gardner, Montgomery, AL; granddaughters, Rachal Hightower (Brad); Alysha Groszek (Mike); Megan Guthrie (Ryne); grandsons, Johnny O’Brian; Joshua O’Brian (Faith); Andrew Jones; Ryan Jones; Brian Gardner; Evan Jones; Joshua Gardner; Sam Jones; great granddaughters, Winnie Guthrie; Poppy Guthrie; great grandsons, Bowen Hightower; Hap Hightower; and Slaten Hightower. Richard was preceded in death by his beloved mother Martha Leverett, GA; grandparents Paul and Mattie Leverett, GA; son, Matthew J. Moncus, AL; and brother, Crozier J. Moncus, AL.
He was born on August 11, 1936 in Parrott, Georgia, the son of Martha Leverett. His mother passed away when he was eleven and he was raised by his maternal grandparents (Paul and Mattie Leverett). He was educated in the Georgia School system and graduated from Webster County High School May 30,1954. He received an Associate degree with H.C.J.S. in Big Spring, TX. His continued pursuits in education led him to receive a Bachelor of Science at Auburn University, Montgomery, AL and then a Masters of Science in Public Administration at Troy State University, Montgomery, AL.
He enlisted into the National Guard of Georgia, Company I, 121st Infantry on November 17, 1953. He later transitioned into the Regular Air Force on August 14, 1956. He spent 20 years wearing an Air Force uniform, serving his country in three different decades. He attended numerous schools, and met scores of interesting people, and had tremendous opportunities to travel. As a Technical Sergeant, he traveled to a number of locations such as Lackland AFB (TX), Greenville AFB (MS), Fort Benjamin Harrison (ID), Panama City (FL), Betburg (Germany), Sembach (Germany), Maxwell/Gunter AFB (AL), Hickham AFB (HI), Webb AFB (TX) and U-Tapao AB (Thailand). He received numerous awards and commendations including: Meritorious Service Medal, Air Force Commendation (Second Oakleaf Cluster), and many certificates of recognition for education and training.
From 1977 - 1981, Richard ran a consulting company called "The Compendium" which tracked Legislation before the Alabama House and Senate. During the same timeframe he also held the position of evening supervisor and instructor at Massy Draughon's Business College.
Richard joined the Alabama Department of Human Resources as a Planner in 1982. During this time he sat on the Executive board of the Alabama State Employee Association (ASEA) serving on the following: Finance Committee, Legislative Committee, Minority Affairs Committee and Personnel Liaisons Committee. He was a member of Alabama State Employees Board (ASEB), and charter member of Alabama State Employees Association’s Political Action Committee (SEA-PAC). Richard was one of the original "Chapter 100" members.
He was elected to the Montgomery City Council in 1991 (District #1) always living by his motto "Politics and PrincipIe".
In 1991, he was honored as the Volunteer of the Year by the Montgomery Area Mental Health Authority in support of his work with the Crisis Intervention Program. In addition, he received the Adult Volunteer of the Year for his work on the Voluntary Action Committee, Montgomery, Autauga, and Elmore Counties.
Richard spent numerous years in support of the Maxwell AFB Composite Squadron Civil Air Patrol (CAP) in the role of squadron leadership officer and activities officer. He received numerous accolades and was presented a plaque for his many years of service in support of the Cadet Program.
Over the years he worked with the boys football and baseball programs, girls softball league and YMCA activities. He attended numerous sporting events to support his children/grandchildren.
In his later years "in fact, until his late 70's" his greatest joy was working on his farm getting his hands dirty with his children/grandchildren.
Richard received Certificates of Recognition from the American Disabled Veterans and also was awarded the Alabama Veteran Support of the Year in 2018.
In Lieu of flowers, monetary donations are preferred to support the American Legion, Veterans of Foreign Wars or the Montgomery Humane Society.
