The family will receive friends at Cotten Funeral Home, located at 2201 Neuse Blvd, New Bern, North Carolina, 28560, on Sunday, February 8, 2026, from 1:00 pm to 2:00 pm. A Celebration of Frank's Life will follow in the Chapel, beginning at 2:00 pm with Chaplain Angel Lorton officiating. He will be laid to rest at a later date in Mt. Lebanon Cemetery in Pembroke, Virginia.
