He served his country in the U.S. National Guard. He was a member of Neuse River Baptist Church, New Bern Shriners and Scottish Rite Bodies. He was a master mason and a member of Doric Lodge No. 568.
He is survived by his wife Barbara Fulcher, one son, James Fulcher, Jr., of Chapel Hill; three daughters, Donna Haas and Janet Hill, both of New Bern; Andrea Cohn of Morehead City; one sister, Agnes Toler of Pollocksville; five grandchildren and one great-grandchild.
Services will be held at 2:00 pm Saturday, December 14, 2013 at Cotten Funeral Home. The family will receive friends one hour prior to the service.
