

He was born on June 13, 1941, in Wilmington, North Carolina. He was preceded in death by his parents, Meeks and Viola Horrell, his in-laws, Julian and Lucille Mallard, his sister-in-law Mary Lou Garrish, and his niece Jennifer Renee Allen.
Victor was the beloved husband of Etta Jean Horrell and a devoted father to his daughters, Victoria Tyndall and her husband Anthony, and Rebecca McClay and her husband Bill. He was a cherished grandfather to Caroline Rebecca Tyndall, Margaret Craig Tyndall, and Abigail Grace McClay.
Victor pursued his education at Wilmington College and East Carolina University. His professional career included significant roles at Carolina Power and Light and Duke Energy.
Victor had a passion for boating, genealogy, computers, and yard work. His involvement in the community was notable, as he was a member of the Aldersgate Sunday School class and served as an usher at Centenary United Methodist Church. He was also actively involved with the New Bern Lunch Rotary Club, a genealogy club, and Military Affairs.
His greatest joy in life was his three granddaughters, who brought him immense happiness.
The family wishes to express their gratitude to all of Victor's doctors, Pruitt Hospice, and Always Best Care of New Bern for their compassionate care.
A celebration of Victor's life will be held on Friday, January 9th, 2026, at 2 pm at Centenary United Methodist Church, with a reception to follow in the church fellowship hall.
