

He was born on December 11th, 1943 in Washington DC and grew up in Virginia. He enlisted in the United States Navy on October 31st, 1961 and met the love of his life Virginia when stationed in the Philippines. They were married on June 2nd 1963 and had two children James Michael and Jannet. James served in the Navy for 23 years and retired as Chief Petty Officer, worked at Electric Boat as an administrative assistant for 15 years and at Computer Science Corporation as a security guard for 15 years.
Dad loved playing golf, watching football and was a loyal fan of the Washington Commanders (formally known as the Redskins). He and Aunt MaryLou would pick the winners of all the football teams playing each week and keep a record in notebooks which he would save every year. One of his favorite series of late was The Walking Dead which he watched 11 seasons, a total of 177 episodes THREE times! He loved the characters especially Daryl. Dad would talk about how much fun he had playing poker with his family, his rivalry with Jannet and ending the night with seven card stud nothing wild.
He loved his children, grandchildren, grand dogs, and grand cats, but most of all he loved his wife who died just short of their 60th wedding anniversary in 2023. He spoke of her often and looked forward to the day when they would be reunited. Dad leaves behind his son James Michael Monroe and his husband Brent Farrand, daughter Jannet Vose and her husband James Vose, several grandchildren and great grandchildren. He also leaves behind his long time home health aide Evelyn Bermudez who we consider family.
A private graveside burial at Saint Mary's cemetery where he will be laid to rest along side with his wife.
