

Born in Norwich on March 4th, 1949, Bill graduated from the Norwich Free Academy in 1967, received an Associate’s degree from Thames Valley Technical College in 1969, and went on to earn a Bachelor’s degree from the Lowell Technological Institute in 1972. Following graduation, Bill served the Department of the Navy as a civil servant with the Supervisor of Shipbuilding, Conversion and Repair (SUPSHIP) - Groton. During this time, he helped oversee the construction and repair of Los Angeles-, Ohio-, Seawolf-, and Virginia-class submarines, retiring as the SUBSAFE Program Director after 34 years of government service.
Bill loved to play golf, regularly playing in the SUPSHIP golf league, and serving as the league’s president for a time. He also enjoyed cooking for family and friends, taking part in a gourmet group, and being especially known for his oatmeal-raisin cookies and meatloaf. Bill loved taking road trips in his Mustang, and yearly trips to the NASCAR race in Dover.
Bill was preceded in death by his beloved wife of 43 years, Jackie. He is survived by his sons Bryan and Christopher, brother Paul, and sister Carol.
A private service will be held for family and friends.
