

Penny spent her early years in Antioch, California before moving to Los Osos in 1971. During high school she volunteered as a counselor for Insight Unlimited, building life skills, self-confidence and independence for children and young adults who are blind. This is where she found her love for special needs children. Penny worked extensively with a young man who was blind and had cerebral palsy. One summer, she taught him to walk several steps without the use of his cane. That young man’s name was Joey and together they surprised Joey’s mother who saw her son take his first unassisted steps at the age of 15. Penny knew then that when she had a son, his name would be Joey. Penny graduated from Morro Bay High School with the class of 1975.
Penny and Stan were introduced by a mutual friend and after a three year courtship Penny married the love of her life in May 1982. In the first five years of their marriage, they were blessed with two daughters and a son. Penny was a loving wife, mother, and homemaker. She enjoyed collecting pictures of her family and scrapbooking her treasured memories of the times they shared. She had a sense of humor and creativity that she applied to her annual Christmas letters we all looked forward to. She frequently opened her family home to host foreign exchange students, her children’s closest friends, and close family friends in need. Penny had a giving spirit and was always thinking of others. She was a regular patron of the local goodwill shop where she always found gifts for her friends, children, and grandchildren. Penny had a heart for special needs children and dedicated 18 years in special education for SLO county schools. During her tenure she aided children of varying ages and abilities. In the 10 years prior to her death she had worked as a para educator providing one on one support to students at Paso Robles High School. Penny faithfully supported Special Olympics and Relay for Life. She gave freely, loved deeply, and laughed heartily.
Penny is survived by her parents Bill and Joan Hayes, brother Jim Hayes, husband Stanley Weber, daughters Angela Walker and Sarah With, son Joseph Weber, and her three grandsons Colton Craig Walker (2 ½), Lyle William Weber (1 month), and Nolan Isaac With (3 weeks).
