Born December 15, 1978 in Peoria to Patrick Flatley and Diana (Schmick) Ringel.
Surviving are his parents; one daughter, Evey Flatley of DeLand, Florida and one brother, Joshua (Becky) Flatley of San Jose.
He was preceded in death by his paternal grandparents, Thomas and Mary Lou Flatley and maternal grandparents, Arthur and Florence Schmick.
Joel enjoyed cooking, fishing and music.
He worked as a chef at Jim’s Bistro in Peoria Heights.
There are no scheduled services at this time. Cremation has been accorded to Preston-Hanley Funeral Homes & Crematory in Pekin.
