He was born to Bill and Birdie (DeCamp) Clutts on February 27, 1940 in Littleton, Illinois. They preceded him in death.
Bill married the love of his life Judie Vice on September 13, 1964. She preceded him in death May 1, 2009.
He is survived by his children: Heidi (Tim) Turner, Holly (Scott) Hayes; grandchildren: Lauren, Morgan, Ethan, Emily; and one sister.
He was known around town as the North Pekin Mayor for over 20 years and served on the village board for many years. Bill proudly worked at Caterpillar in the Research Development Department, retiring on April 1, 1999. Upon retirement Bill loved spending time with his family especially the grandchildren, watching them in their activities. He was a long time parishioner of Bartonville Christian Church. Recently Bill was living in Pekin Estates and enjoyed fishing, watching Cardinal baseball, and doing puzzles with his neighbors a few doors down.
A visitation will be held from 5:00 to 8:00 pm on Monday, October 15, 2018 at Davison-Fulton Woolsey Funeral Home in Pekin.
A funeral service will be held 10:30 am on Tuesday October 16, 2018 at Bartonville Christian Church. Rev. Kevin Dell will officiate.
Burial will follow at Lakeside Cemetery in Pekin.
In lieu of flowers donations may be made to The Children’s Home of Peoria or Village of North Pekin Memory Garden.
