

Frank graduated from Minor High School before enlisting in the U.S. Air Force. After four years of military service, he worked at U.S. Steel and later ventured into the floor coverings industry, owning and operating Chappell Carpets.
Frank was a member of Grace Bible Church and Chelsea (Alabama) Masonic Lodge. His favorite pastimes included turkey hunting and freshwater bass fishing, for which he achieved national awards recognition.
Frank was preceded in death by his daughter, Teresa Chappell Burghardt; grandson, Christopher Shane Hartley; three of his four sisters; and six brothers. He is survived by his loving wife of 61 years, Edwina Davis Chappell, to whom he was married on March 11, 1962; their two children, Frankie C. Osborn (Barry) and Lynal D. Chappell (Miranda); a daughter by a previous marriage, Terry Lou Kizzire, and her two sons, Mark and Jeff; five grandchildren, Joshua Adam Osborn (Rachael), Candace O. Coplin (Josh), Alexandria O. Sledge (Daniel), Lydia D. Chappell, and Lyla D. Chappell; and one sister, Evelyn Chappell Hamm.
The family will greet friends from 6-8 p.m. on Monday, October 23, 2023 at Ridout's Southern Heritage Funeral Home, 475 Cahaba Valley Road, Pelham, AL 35124.
A Service of Remembrance for Frank will begin at 11 a.m. on Tuesday, October 24, 2023 at Mount Signal Baptist Church, 7495 County Road 280, Chelsea, AL 35147. Burial will be at the cemetery adjoining the church.
