

Gail was born on March 12, 1941 in Chicago, Illinois, the daughter of Charles and Mary Jane (Parmenter) Kemp. She married Gail W. Carter on October 1, 1960 in Peoria.
The most important thing in Gail’s life was her family, especially her husband of 53 years, Gail; her children, Charles Carter of Phoenix, AZ, Fawn Roger of Princeville, IL, Carl Carter of Laura, IL and Gail (Melissa) Carter, Jr. of Santa Clara, CA; and her grandchildren, Kirby Roger, Ryan Carter and Evan Carter. She is also survived by her sister, Janet Boyle of St. Louis, MO and her two half-brothers, Rod Rogers of Albuquerque, NM and Roy Rogers of Los Angeles, CA. She was preceded in death by her mother and her son-in-law, Pat.
Gail worked for many years as a waitress at Mt. Hawley Country Club before returning to school at the age of 40 to obtain her Certified Occupational Therapy Assistant degree. She then worked for the Fulton County Rehabilitation Center and the Canton School District providing care for disabled children and young adults.
Gail enjoyed dancing, swimming, gardening and cooking. She was a perpetual optimist and always tried to find the good in all people and all situations. She will be sorely missed by the people whose lives she touched.
A graveside service will be held on Wednesday, July 17, 2013 at 11am at Swan Lake Memory Gardens in Peoria. Memorials may be made to the Fulton County Rehabilitation Center. Arrangements were handled by Davison-Fulton Woolsey-Wilton Funeral Home in Peoria.
