

He graduated from Sulphur Springs High School, then earned a Bachelor of Science in Technical Agriculture in August, 1952, and a Master's Degree in August, 1953, from East Texas State University in Commerce, Texas, now Texas A&M University-Commerce. Billy married Peggy Sue Gore of Brashear, Texas in June, 1953.
Billy taught Vocational Agriculture for 13 years and served as Vice Principal for two years at Sulphur Springs High School. In August 1967, he began work as a consultant for the Texas Education Agency in Austin and served in that position for 10 years. In 1977, he joined the staff of the Texas Agricultural Cooperative Council as its Executive Vice President where he served until his retirement in 1996.
During Billy's career, he affected the lives of many young people while serving as Executive Secretary of the Texas FFA and Texas Young Farmers. He was also well-known among the managers, directors and members of statewide agricultural cooperatives, educators and the state agricultural community in general.
Billy is survived by his loving wife Peggy; sons, Keith Conner and wife, Julia, of Killeen, and Kerry Conner and wife, Patty, of Austin; grandchildren, Brian Conner and wife, JoBeth, of Austin, Ricky Crow and wife, Kim, of Fort Worth, Adam Conner and Travis Conner of Killeen; and great-grandchildren, Hailey and Chloe Heitmeier of Austin and Seda and Liam Crow of Fort Worth. He was a faithful member of Holy Word Lutheran Church in Austin, and will be greatly missed by many friends and family.
Billy’s family will greet guests at a visitation to be held from 6:00 to 8:00 p.m. on September 23, 2015 at Cook-Walden Capital Parks Funeral Home in Pflugerville, Texas. Committal services will be held at 10:00 a.m. on Thursday, September 24, 2015 at Cook-Walden Capital Parks Cemetery. A memorial service to celebrate his life will follow at 11:30 a.m. at Holy Word Lutheran Church in Austin, Texas.
In lieu of flowers, the family would appreciate memorial contributions to either Holy Word Lutheran Church or Hospice Austin.
