Joe retired from the State of Texas as Director of Petroleum Storage Tanks. He was a member of the First Baptist Church in Pflugerville, Texas.
He was preceded in death by his wife, Ruth Woodard, and sister, Debby Burke.
Those left to cherish his memory include his wife, Cheryl Hudson; daughters, Lisa Jones, Amy Garner and Husband, Jeff Garner; sons, Matthew Woodard, Joshua Woodard, and Joe Woodard Jr.; grandchildren, Sterling Jones, Aiden Jones, Zane Garner, Chase Garner, Chloe Woodard, Hadlee Woodard, Colt Woodard, Glen Bowlin Woodard, Michael Woodard, and Kirstina Woodard; great-grandchildren, Hailey Jones, Jasper Jones, Hunter Jones, and Killian Jones; brothers, Gary Woodard and his wife Betty Woodard, and Michael Woodard; nephew, Wade Woodard.

A graveside service will follow on February 16, 2026, at 2:00 pm at Cook-Walden/Capital Parks Funeral Cemetery, also located at 14501 North Interstate 35, Pflugerville, Texas, 78660.
