

She was a loving Wife, Mother, Grandmother, Great-Grandmother (referred to as Oma), Aunt, Niece and friend of many, many people who loved her deeply; for that is how she loved others.
Ruby was born in Oklahoma City, Oklahoma on April 4, 1941 to Harold & Zelma Fogelson. She was raised in Oklahoma where she spent time on her family farm fostering her love of horses. She enjoyed barrel racing and basketball as a teen and graduated from Midwest City High School in 1959.
It was in Midwest City, selling tickets at the local movie theater, where she met her future husband, a young Airman, John Wilcox. John and Ruby were married on June 5, 1959 on Tinker Air Force Base in Midwest City.
Ruby became a loving mother first to Teresa in 1960 in Oklahoma, and again to Cindy in 1962 while stationed in Georgia. In the years following the birth of their daughters, John & Ruby traveled the world being stationed at various locations such as France, Germany, and all across the United States until retirement when they settled back in Austin in 1985. After coming back to Austin, Ruby continued her banking career that she had started before some overseas travel, which she continued at various institutions until her retirement in 2014 from DPS Credit Union. Ruby and John joined Hope Lutheran Church when they came back to Austin, where they met an amazing church family and loved to volunteer with the church delivering holiday meals with the entire family. It was a special Christmas Eve tradition to attend the candle light service, her favorite service of the year.
In 1983 they came back from Germany to celebrate the double wedding of their daughters Teresa and Cindy to William Templeton and Gary Parker in Austin Texas. In 1985 she became a grandmother (Oma) for the first time to John, then followed by Holly and Lindsay in 1988 and Shelby in 1996. In 2007 she welcomed her first great grandchild, followed by 7 more over the next 13 years.
She enjoyed traveling around the county visiting family in places such as Washington, Colorado, Kansas, Wisconsin, Chicago, Oklahoma, Canada and Alaska. In 2018 she moved from her home of 42 years in Austin, out to Elgin, Texas where she spent her final years, still occasionally traveling and living her best Oma life.
She is survived by her daughter Cindy and Gary Parker of Gig Harbor, Washington and their children John and (wife) Kim Parker and daughter Vanessa of Washington; Lindsay Parker and kids Ada, Ben, Lysette, Gary and Celest of Texas, and Shelby Parker of Washington. Son in Law William Templeton of Round Rock, Texas; Granddaughter Holly and (husband and Golden Child) Wesley Seigmund and their children Ryan & Tinsley of Lexington, Texas. Brother In Law Eric Graepp of Illinois; Sister In Law Elizabeth and (husband) Lyle Wilgers of Missouri; Brother In Law Bob Lewis of Oklahoma; her nieces and nephews Gretchen and (husband) Tim Haskett of Colorado and their children Austin and (wife) Lauren and son William, and Aubrey and (husband) Ethan; Heidi Green of Illinois and her children Ryan & Rebecca and (husband) Zack; Liesel Graepp of Illinois; Dennis and (wife) Lisa Wilgers of Missouri and their children Kyle and (wife) Kelsey and son Samuel, and Chelsea and (husband) James; Lynell Bradshaw of Missouri and her son Rigby; Pamela Dewitt of Missouri and her children Haley and Caleb and (wife) Madeline and daughter Charlie; Paul & Rosemary Lewis of Oklahoma and their Children Phillip; John Paul, Michael and (wife) Megan and children Sophia and Izzy, and Catherine and (husband) Ramiro; James and Laura Lewis of California and their children Elizabeth, Hannah and Ryan; as well as numerous close friends and co-workers very near and dear to Ruby and her family.
Ruby is predeceased by her loving husband John Edwin Wilcox of Austin; daughter Teresa Templeton of Round Rock; Parents Harold and Zelma Fogelson of Oklahoma, father and mother In law Johnathan and Lucille Wilcox of Kansas; sister Edie Lewis of Oklahoma; and sister in law Arlene Graepp of Illinois.
The family would like to honor the wishes of Ruby with donations to Hospice of Austin in lieu of flowers. Their service was above and beyond in support, service and care for our family.
A visitation for Ruby will be held Tuesday, January 30, 2024 from 4:00 p.m. to 8:00 p.m., at Cook-Walden/Capital Parks Funeral Home, 14501 North Interstate 35, Pflugerville, Texas 78660. A funeral service will be held at 11:00 a.m. on Wednesday, January 31, 2024 at Hope Lutheran Church, 6414 N Hampton Dr, Austin, Texas 78723. She will be laid to rest at Cook-Walden/Capital Parks Cemetery in Pflugerville, Texas.
