Cesar Tugade Ramos, 85, of Portland, Oregon, passed away peacefully on the morning of August 31, 2022.
He is survived by his beautiful wife, Pat, his 2 daughters, Teresa and Felerie, 7 grandchildren, 1 great grandchild, his 2 brothers Wilfredo and Mario, and his sister Milagros.
