

JoAnn was born July 22, 1926 in North Portland, to Joseph and Ann Fox Galarneau. She attended Holy Redeemer Catholic Grade School (1940) and St. Mary's Academy (1944) in Portland, and graduated with her B.A. from Marylhurst College in 1948. In 1967 she completed her Masters Degree in Social Work from Portland State University.
JoAnn Worked as a social worker for the State of Oregon for 30 years. Initially for Public Welfare and later the Children's Services Division. She was branch manager in the Southeast Branch, Reserve Branch, and North Portland Branch. When she retired in 1986 she was manager of the Intake Department for Multnomah County.
After her family, her Catholic faith was the most important thing in her life. Her faith brought her joy and comfort, and also saw her through many tragedies and heartaches in her life. In her retirement she attended daily mass and was an active member of St. Agatha Catholic Parish. She was an avid walker and most days - rain or shine - she walked to mass. Along with her friends, Joan and Bob Gilbertz, she would attend Saturday evening mass and dinner afterwards for many years. Always a bargain hunter, she especially enjoyed volunteering at the Thrifty Cottage.
She loved being in the sun and spent many a Sunday at Jantzen Beach sitting poolside. The beach was one of her favorite places and she spent vacations there as a child and in her college years worked at the Gearhart Hotel. A week at Cannon Beach in the summer was a family tradition for many years. In later years, she hosted her children, grandchildren and great grandchildren for a week each summer.
JoAnn loved a good hamburger, peanuts, black licorice, her weekly hiking group, jigsaw and crossword puzzles, Elderhostel trips and shopping. In 1979 she moved from her home in North Mississippi to her condo on the Willamette River. She loved her years at Wayside Condominiums, especially the view and being near friends. Jo Ann was known for her beautiful wardrobe and her love of shoes. She even had "I'd rather be shopping at Nordstrom" on her license plate frame.
In 2020, she moved from Calaroga Terrace to Lidia and Dorel Beke's Rosevillas Adult Care Home. JoAnn's family is forever grateful for the love and care they gave to her in her final years.
JoAnn is survived by her children, Tracy Ann (Greg) Bair, and mary Elizabeth (Scott) Willies, and her grandchildren and great grandchildren.
She is preceded in death by her sons Daniel Patrick (1967) and Joseph Edward (2020), her grandson Daniel Scott Willies (1989), brother Donald Galarneau (2016) and Most of her many friends.
JoAnn will be remembered for her boundless generosity, her contagious laugh, and especially for the unconditional love and support she bestowed on her family.
A rosary service for JoAnn will be held Friday, June 28, 2024 from 9:30 AM to 10:00 AM at Holy Rosary Catholic Church, 375 NE Clackamas St, Portland, OR 97232. A funeral service will occur Friday, June 28, 2024 from 10:00 AM to 11:00 AM, 375 NE Clackamas St, Portland, OR 97232. A graveside service will occur Friday, June 28, 2024 from 11:30 AM to 12:00 PM at Mt. Calvary Catholic Cemetery, 333 SW Skyline Blvd, Portland, OR 97221.
