Bill was born in Iowa and grew up in Beaverton. He graduated from Beaverton High School in 1956 and went on to Portland State University and received a masters degree from UCLA. Bill went on to work for Rocket Dyne, Lockheed/NSA Special Projects, JPL and IGT. Bill retired in 2006. He is survived by his brother, Bob Neff. He was a good man and the best brother I could ever ask for. We will miss him dearly.
