Born in Providence, Frank was the beloved son of the late Francis Edward Waters Sr. and Anna Josephine (Comella) Waters. He was a devoted brother to Diana Miele, a cherished uncle to Stefanie Santana and John Scully, and a proud great-uncle to Michael Joseph, Madison Scully, Olivia Santana, and Owen Santana.
Frank dedicated over 40 years of his life to his work as an engraver at Herff Jones, where his precision and craftsmanship left a lasting mark. He was a passionate collector and a lifelong fan of WWE wrestling, Elvis Presley, The Beatles, and was an avid fan of New England sports. He had a deep love for animals and found great joy in their companionship. Above all, he was a devoted family man who cherished his loved ones and held them close to his heart. He often spoke of how much he missed his parents, whose memory he carried with him always.
Visitation will be held Thursday, June 26th from 9:00-11:00 a.m. followed by a funeral service at 11:00 a.m. in the Russell J. Boyle & Son Funeral Home, 331 Smith Street, Providence, RI.
