

He was born on May 18, 1928 to Edgar E. “Pop” and Emma McLean Phillips in Raleigh, NC. He served his country following the end of World War II with the United States Navy. Professionally he had a career in the roofing and sheet metal industry as well as in the restaurant industry assisting Thad Eure, Jr. Horace was proud of the title “Honorary Colonel” bestowed upon him by then Secretary of State, Thad Eure, Sr.
He is survived by his sons: Michael Phillips and wife Diane of Arlington, VA; Terry Phillips and wife Jane of Raleigh, NC; and Hal Phillips. He is also survived by one sister Frances Randolph of Raleigh, NC as well as two grandchildren, Anna and Natalie Phillips.
A memorial service will be held at 3:00 p.m. on Friday, August 13, 2010 at Mitchell Funeral Home, 7209 Glenwood Avenue, Raleigh, NC 27612. A reception will follow.
