

Frank D Whitney, age 81, was born on August 28, 1942 in Warren, Ohio to the late Robert L. and Anna (Adams) Whitney. Raised in Niles, Ohio he graduated from McKinley High School in 1960. He subsequently attended Youngstown State University, obtaining his bachelor's degree in 1969. He obtained a Master's degree in History from YSU in 1971. From 1972 until 1975 he was a graduate assistant in the History Department at Kent State University. In May, 1962 Mr. Whitney enlisted in the Navy and served in Germany until July 1966.
In 1977 Frank was employed by Portage County, Initially in the Recorder's Office. In 1983 he was appointed Director of the County's Records Management Program, a position he held until he retired in December 2010. While employed with Portage County Mr. Whitney continued his association with academia. From 1972 until 1994 he served as an instructor in the History Department at YSU. Mr. Whitney was also active in the Ravenna community. From 1988 to 1991 he served on the Board of the Portage Area Regional Transportation Authority and in 2003 also served as a member of the Ravenna School District's strategic planning commision.
Following his retirement Mr. Whitney was able to finish his study of the life and career of Jean Ternant (1751-1833), a French soldier and diplomat who served in the Continental Army during the American war for independence. His study was published in 2015.
In addition to his time spent in the Navy, Frank traveled widely. While still a teenager he hitchhiked from Ohio to California and back again. In the summer of 1970 he traveled to Europe again and backpacked from Luxembourg to Athens. In 1997 he visited Moscow and St. Petersburg.
Mr. Whitney is survived by his wife, Terri (Belloto) Whitney to whom he married in 1980; His two daughters, Ann E. Whitney and Christina A. Whitney.
