Joe was born in Reading on October 9, 1948 a son of the late, Joseph W. and Mary (Pluta) Harcar.
He was a 1966 Schuylkill Valley graduate and was an Army Veteran proudly serving his country during the Vietnam Era. Joe was employed by H&F Tire as a mechanic for 43 years retiring in 2020.
Surviving is his daughter, Amy H. and her husband Court Holloway of St. Petersburg, FL., and his 2 brothers; William M. Harcar of Bern Twp and Michael W. and his wife Mary Harcar of Ontelaunee Twp.
In lieu of flowers, contributions may be made to Animal Rescue League of Berks County, 58 Kennel Rd., Birdsboro, PA., 19508 in his memory.
