Captain Harlow was my CO on CARON  . He had faith in me, when I did not even have faith in myself. I spent the rest of my career trying to be like him, and hoping to make him proud.

My sincerest condolences to Captain Harlow and his family.  I was stationed onboard the Uss Biddle Cg-34  ‘91-93.  I served part of that time as personal chef in the captains galley until Captain Harlow transferred during our  ‘92 Mediterranean deployment.                     
    Being the captains cook was such an honor for me.  Captain Harlow was a respected man for sure.  Tough, but fair.  Never complained about the culinary.  I assume he was never a picky eater at home either. 
     I remember the day Captain Harlow transferred from the Biddle.  We were anchored off shore, most likely in Italy.  The entire crew gathered for the send off on the starboard side main deck.  “Three cheers for Captain Harlow”, “ Hip hip hooray,  hip hip hooray,  hip hip hooray”.   
Captain Harlows boat (Captains Gig) circled by the Biddle one last time as everyone cheered, saluted and waved goodbye.  We were all sorry to see him transfer that day, but that’s the way it is in the navy.

I just saw Captain Harlows obit.  I am truly sorry to hear of his passing.  Lou was the best CO I ever had in 20 years of service.  He had my highest respect as both a CO and as a person.  His support for his crew was unequaled.  When my Dad passed in 2014 and as we were cleaning out his house after his passing I found a letter that Lou had sent to my father after I was transferred from the Caron to shore duty.  It is now my proudest possession of all of my active duty memoriabilia (actually brought tears to my eyes).

I echo the sentiments of Captain Harlow's CARON and BIDDLE shipmates that he was the best Commanding Officer I had  in my 25 years in the Navy.  I learned a lot from him as a leader and have applied those lessons throughout my life. Fair Winds and Following Seas.

I served with Lou on the COMCRUDESGRU 8 Staff. My job was engineering, and Lou's job was operations. We had many discussions during our tour. Lou was a great "Shipmate", and he will be missed.

I had the honor and privilege of serving with Captain Harlow on the USS Biddle CG-34 during Operation Dessert Shield and Desert Storm.   I remember that he had trust and confidence in his crew and they had trust and confidence in him.    He allowed all of us onboard Biddle to grow  personally and professionally as leaders through his example.  I have many fond memories of my time under his command. Fair Winds, Rest in Peace. 

He was My Captain On The USS Caron DD 970 . Commander Harlow and I Were the Only Ones from the Bronx . I was a MS and when I worked the Wardroom we had an occasional chat about the Bronx .. he was from the Pelham Bay Section and I was from The Pelham Parkway Section  . R.I.P. Captain 🙏🏻

I remember when Lou took command of his cruiser. The first command  decision was to prowl ship spaces and throw every chair with wheels over the side. He was a a seagoing skipper.

I was  Capt Harlow  Command Master Chief on the great ship  Biddle we went to war together no better leader in the fleet.


He was my Captain on the USS Caron. He was such an awesome person even being the man in charge.

Captain Harlow was my Navy mentor, one of my best friends, and the one person who had the most profound and positive impact on my long Navy career. Aboard USS BIDDLE (CG 34) his crew gave him more loyalty and top performance than one could ever imagine. They loved him, and he loved them. Fair Winds, Captain Harlow! You will be missed by the many who you helped in life.

God Speed, Cap'n.  So many great memories of the mighty Cadillac of the Fleet!  We tore it up in the Med in a time when you still could.  Thank you for everything you meant to me.  You were why I made the Navy my career and life.  See you again, one of these days.  Very Respectfully, Mark Seglem.

Captain Harlow was one of my greatest ship's Captain...and I had 6 throughout my naval career.  He assisted me in gaining my "naval" Officer Candidate School's commission, in Newport, RI. He treated me as if I had already been "commissioned" by bringing me  up on his bridge to train me. I appreciate him as a person who really appreciated his crew! Captain Harlow, Sir, I wish you "fair winds and following seas" my friend. I will never forget your presence aboard the USS Caron (DD-970). THANK YOU SIR!!!

Best Skipper I ever had in my 21 years in the navy!  He earned my highest respect.  A great leader and a great crew member himself.  We always talk about him when we get together.  God bless his family

Captain Harlow was my favorite commanding officer, above and beyond all the ones I ever had or encountered during the 20 years I served in our US Navy. I served with him onboard the USS Caron (DD-970).
My condolences to his family and friends. Just know he was a strong, talented leader. Additionally, over the course of two deployments and numerous training cycles, I came to know how much he missed and loved his family from several private discussions we had during the three years he was my CO. May the good Lord watch over his loved ones following their loss, and may he rest in peace. 

I served with Captain Harlow on the USS CARON and have to say he was the finest CO I had in 25 years.  Looked at the crew as family.  Rest in Peace 

Captain Harlow was without a doubt my favorite CO during my navy career of 10 years ... fair winds and following sea shipmate,  we have the watch ... Prayers for the family

So sorry for your loss.  Captain Harlow was a great leader and without question was the best Commanding Officer during my 21 & 1/2 years in the USN.  May he Rest in Peace.  Till Valhalla.


I served under Capt. Harlow as on ombudsmen. He was an amazing man and wonderful Capt. He brought such comfort and guidance during desert shield/storm and the whole issue with Biddle loosing her rudder. May he rest in peace⚓
