

She was born on December 27, 1932, in Brownwood, Texas to Clay Burns (1904-1985) and Ollie Belle (Akin) Burns (1906-1955).
She is survived by her sons, Paul, Jr. (Tina), Alan (Teri) and Robert (Beth), 12 grandchildren and 9 great grandchildren spread throughout the country from Hawaii to the pacific northwest and Montana, California to Tennessee. Olga was preceded in death by her husband Dr. Paul Dugan on February 27, 2023, her daughter Andrea (Rick) who succumbed to cancer in 2017, and her brothers Dr. Jimmy Clay Burns and Donald Wayne Burns.
Olga graduated from Brownwood High School and received her Bachelor of Science degree from Texas Women’s University in Denton, Texas. She studied Physical Therapy in San Antonio she ultimately served as a Physical Therapist and Director of the Handicapped Children’s Treatment Center in San Angelo Texas prior to her marriage.
Olga met her husband Paul, from Brockway, Pennsylvania, at William Beaumont Army Hospital in El Paso, Texas where they were both Army Medical Officers. They married on June 7, 1958, in Bad Cannstatt, Germany where Paul was stationed at the time. After moving back to the states, they spent time in Dubois, Pennsylvania and ultimately settled in Roseville, California with their four children in 1963.
Olga quickly became engaged in the Roseville community, trading her career to be a mother and community leader focused on building a place where she wanted to raise her family. She volunteered in her four children’s extracurricular activities including service as a leader of the local Girl Scouts and Camp Fire Girls Council and a volunteer for the Roseville City School District. She also dedicated significant time and resources to the Mercy Novitiate Auxiliary where she served as President, as well as serving as President of the Roseville Medical/Dental Wives Guild, establishing the Roseville Hospital Memorial and Fundraising Program which raised community donations for Roseville Hospital Programs, a predecessor to the Roseville Community Health Foundation.
In 1995, Olga was named a Woman of Achievement by the Rocklin and Roseville Business and Professional Woman. In addition to running a successful local business, Olga was active with the Chamber of Commerce and community celebrations like the annual Roseville Mardi Gras and Thanksgiving Holliday Parade. She and her husband were honored to be invited to be Grand Marshals of the Roseville Holliday Parade in 1993.
In addition to supporting her husband’s medical practice operations and career, she was the operational coordinator and volunteer director for Start-A-Heart, the first ever mass CPR training program, which ran continuously for 19 years until it was finally replicated as CPR Saturday across the country and internationally by the American Red Cross.
A funeral mass is scheduled for Friday August 18th at 10:30 am at Saint Rose Church in Roseville, California. All are welcome to attend and celebrate Olga’s life.
